Classification Description Summary
Under general supervision of the Property Agent, performs a variety of technical office and field duties in support of the City's real property program and activities including performing the less difficult real property appraisals, negotiations, relocation, property disposition, property development, property maintenance, title and appraisal review, and other functions relative to acquiring, managing, leasing, and disposing of public agency real property and rights-of-way.
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
Perform office and field work involved in the acquisition, disposition, and maintenance of real property or rights-of-way for public use.
Assist in the preparation of reports, specialized legal documents, and appraisals for the purpose of acquiring, managing, leasing, or disposing of real property or rights-of-way including for both entire and partial takings.
Assist in the preparation of leases, bid proposals, deeds, quitclaims, licenses, agreements for purchase, or other necessary actions and documents.
Coordinate and assist with escrow and title functions.
Gather information from the offices of the Assessor, Recorder, and title offices as well as from other real estate sources.
Facilitate and coordinate owner and tenant relocation; contact residents, business proprietors, and institutions to determine their relocation needs.
Assist in the management and leasing of real property; maintain and update the property control and inventory system of City-owned property; maintain the City's property ownership book.
Develop and maintain effective working relationships with the public, representatives of community resource agencies, attorneys, public housing authorities, and employees of City departments and various other governmental agencies.
Research and assist in preparing housing and relocation studies and plans in compliance with state and federal laws.
Perform related duties as required.

Operational characteristics, services and activities of a public agency real property acquisition program.
Principles and practices of preparing legal real estate documents.
Methods and techniques of buying and selling public agency real property.
Methods and techniques of public agency real estate appraisal.
Property management methods and techniques including leasing policies and procedures.
Pertinent federal, state, and local codes, laws, and regulations including those related to publicly-owned real estate and public agency real property acquisition and disposition as well as the Uniform Relocation Act (URA).
Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases.
Accurately perform and prepare less technical property appraisals and estimates of value for City-owned property.
Assist in negotiating the sale or purchase of real property for the City.
Assist in the preparation of accurate documentation necessary for purchasing and selling land.
Interpret and explain City real property policies and procedures.
Interpret and facilitate the relocation needs of property owners and tenants.
Prepare clear and concise reports.
Read and interpret subdivision maps and specifications.
Operate office equipment including computers and supporting word processing, spreadsheet, and database applications.
Work in a team based environment to achieve common goals.
Coordinate multiple projects and complex tasks simultaneously.
Meet the physical requirements to safely and effectively perform the assigned duties.
Communicate clearly and concisely, both orally and in writing.
Establish and maintain effective working relationships with those contacted in the course of work.
Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Equivalent to the completion of the twelfth grade supplemented by college level course work or specialized training in business administration, finance, law, real estate, or a related field.
Two years of increasingly responsible experience in a title or escrow office, as a paralegal, or in the appraisal and acquisition of real property.
License or Certificate:
Possession of an appropriate, valid driver's license.
Membership in the International Right of Way Association and participation in training courses and classes relative to Public Agency Real Estate (upon employment).
