This position is considered AT-WILL and will serve at the pleasure of the CEO.
Plans, organizes and directs effective organization-wide human resources programs and services to support the achievement of UMC mission and strategies. May direct and manage staff and managers in activities related to employee labor relations, recruitment, retention, benefits, classification, compensation, workers compensation, HRIS and records. Provides expert professional assistance and guidance to management on human resources strategy. Develops and monitors the department goals, programs, policies, procedures and budgets.
Equivalent to a Bachelor's Degree in public, business or personnel administration and five (5) years of progressively responsible professional level human resources experience in labor/employee relations, classification and compensation and/or recruitment, three (3) of which were in a management role.
Additional and/or Preferred Position Requirements
- Master's Degree in Public, Business, Human Resources, or Healthcare Administration, or related field.
- A minimum of five (5) years recruitment and/or labor/employee experience in a government agency or hospital setting.
- PHR or SHRM-CP Knowledge, Skills, Abilities, and Physical Requirements
Principles and practices of human resources administration with an in-depth knowledge in labor/employee relations classification, compensation, and recruitment in a public setting; relevant Federal, state and county laws and regulations; administrative principles and practices, including goal setting, program development, implementation and evaluation; project management and analytical techniques; principles and practices of project management; principles and practices of budget development and administration; computer applications related to duties; principles and techniques of preparation of effective written informational and educational materials; department and hospital safety practice and procedures; patient rights; age specific patient care practices; infection control policies and practices; handling, storage, use and disposal of hazardous materials; department and hospital emergency response policies and procedures.
Skill in: Planning, administering and directing the assigned human resources functions on a hospital-wide basis; planning, organizing, supervising, reviewing and evaluting the work of others; interpreting, applying and explaining applicable complex laws, codes and regulations; providing professional analytical and programmatic work; carrying assigned project(s)through, from data gathering to completion; using tact, discretion and prudence in dealing with issues and people contacted in the course of duties; training others in policies and procedures related to the work; developing effective work teams and motivating individuals to meet goals and objectives; using initiative and independent judgment within general policy guidelines; preparing clear and concise reports, correspondence and other written materials; contributing effectively to the accomplishment of organizational goals; using computers and related software applications; communicating with a wide variety of people from diverse socio-economic and ethnic backgrounds; establishing and maintaining effective working relationships with all personnel contacted in the course of duties; efficient, effective and safe use of equipment.
Physical Requirements and Working Conditions:
Mobility to work in a typical office setting and use standard office equipment, stamina to remain standing for long periods of time, vision to read printed materials and a VDT screen, and hearing and speech to communicate in person and over the telephone. Strength and agility to occasionally life and carry up to 25 pounds.

Salary: $100,859.20 - $161,366.40 Annually
