JT4 provides engineering and technical support to multiple western test ranges for the U.S. Air Force and Navy under the Joint Range Technical Services Contract, better known as J-Tech II. We develop and maintain realistic integrated test and training environments, and prepare our nation's war-fighting aircraft, weapons systems, and air crews for today's missions and tomorrow's global challenges.
JOB SUMMARY - ESSENTIAL FUNCTIONS/DUTIES
Using basic knowledge of project management fundamentals, the incumbent individually leads relatively small projects of low to medium complexity supporting Company and customer requirements. Additional functions and duties involve:
Assist Project and/or /Program Managers with the daily conduct of large project/program activities involving Project tasks including:
Prepare, develop, review, and approve alone or in concert with other project team members project documentation. Project documentation includes but not limited to project requirements, project conceptual plans, project work requests, Environmental impact analysis permits, construction cost estimates, site plans, building plans, project specifications, and project schedules and milestones.
Design small scope sites and facilities in accordance with all applicable standards and requirements.
Establish, develop, execute and report on project requirements, schedules, milestones, and budgets
Interact with Program Managers/Engineers to develop project management plans, provide project requirements, schedules, milestones, estimated costs, and completion status information.
Organize and conduct project requirement, budget, and project status update meetings
Recommend and manage procurement of project materials/equipment in compliance with project budgetary constraints and project delivery schedules.
Review, evaluate, and approve project/construction proposals, drawings, schedules, and cost estimates to ensure they comply with all applicable project milestones and goals as well as pertinent construction and security standards.
Develop maps, conceptual plans, project drawings, and as-built using Autodesk and ESRI programs
Create and maintain project portfolios.
Identify, manage, and report on project risks.
Monitor, manage, and re-plan projects.
Recommend and execute project priorities
Provide project status through project/program reviews.
Annotate lessons learned and archive project data.
Coordinate projects with all agencies required for successful completion.
Use established priorities and subject matter expertise to complete projects.
Complete projects within budgetary limitations and on schedule while following applicable Company and Government processes, and procedures.
Attend coordination meetings and de-conflict projects with other agencies.
Performs other related Project assignments as needed or requested.

This position involves work typical of an office environment with no unusual hazards. There is occasional lifting (up to 20 pounds), constant sitting and use of a computer terminal, constant use of sight abilities while writing, reviewing, and editing documents, constant use of speech/hearing abilities for communication, and constant mental alertness. Routine travel to remote Company work locations may be required.
REQUIREMENTS - EDUCATION, TECHNICAL AND WORK EXPERIENCE
Must have a Bachelor's or higher degree, or any combination of formal education, training and experience equivalent to six years involvement in technically demanding program or project assignments. Must have demonstrated knowledge and skills in resource organization and allocation, planning and budgeting, continuous quality and process improvement, configuration management, setting and measurement of program goals, as well as good verbal and written communication skills. Incumbent must qualify for and maintain a Security Clearance and possess a valid State driver's license.
