Purpose and Scope:
Provide administrative leadership to assigned personnel, having various skills, to exercise full responsibility for all budgetary, administrative, and coordination functions related to specific program elements (e.g., Facility Condition Assessment, Long Range Maintenance Planning, Energy Conservation & Management, Work Surveillance, etc.) to ensure that they met customer and user requirements and expectations in cost, quality, and schedule requirements.
Provide technical direction to technicians, engineers, inspectors, contractors, and others in the maintenance, repair, remanufacture, troubleshooting, and operation of assigned systems on a continuing or real time basis.
Perform the function as a console operator of a large operation directly supporting test operations; and controlling electrical power, HVAC, heavy equipment, or other critical hardware and utilities.
Provide leadership and coordination for troubleshooting, failure analysis, corrective action(s), and report preparation for accidents or failures. Provide, monitor, and control the performance of corrective actions.
Provide leadership, training and coordination to nurture a culture of Reliability Centered Maintenance philosophy which permeates all staffing levels and which enhances the entire maintenance program. Develop successful applications of advanced Predictive Testing and Inspection technologies to realize significant cost savings for planned maintenance activities.
Apply planning/scheduling techniques to ensure depot level maintenance actions are planned for, scheduled, coordinated and executed to compliment operations and facilitate system availability.
Assign and prepare administrative documentation that identifies the need for, cost evaluation of, specifications for, activation of, functional and safety analyses of, maintenance of and operator training for the specific set of assigned equipment or requirements for new equipment assigned to the group.
Provide scheduling, status, and coordination functions within the company, the Government and other contractors for projects assigned to the group. Prepares cost analysis and engineering trade-off studies to assist with determining means of effecting cost reductions.
As required, provide employee evaluations and hiring recommendations to management. Ensure personnel are properly assigned to maximize administrative quality and productivity of the group.
Contribute to Logistics and Maintenance process improvement activities, performing failure analysis, root cause analysis, and collaborating as part of a team to develop a recommended failure mitigation plan.
Perform all other position related duties as assigned or requested.
Possess a Bachelor's degree in a technical, scientific, engineering or logistics discipline or equivalent academic/technical/military training and 5 or more years’ experience in a relevant maintenance management position. Must possess a thorough working knowledge of Reliability Centered Maintenance (RCM) program elements. Requires personnel management skills to organize, lead, and motivate a group/team of associates. Ensure that the engineering expertise from other disciplines is acquired and is correctly applied where the discipline is not the core discipline of the group. Equivalent education/experience is applicable. Also required is a real time command of governmental safety regulations for personnel, hardware, and environmental protection and a firm basic understanding of the technical foundation of the regulations, and multi-disciplined technical capability supporting broad project applications. Possess the capability to communicate technical and related budgetary and planning information, both verbally and in writing. Maintain cognizance of developments in the assigned field of expertise. Must possess and maintain an active government Security Clearance. Possess a valid state issued driver’s license.
